Long Branch, NJ: General Redevelopment Practices and Ordinances

Acted as a member of a consulting team providing redevelopment advice to the City with regards to: drafting of developer solicitation documents; participation in developer submission evaluations; confidential evaluation of financial information submitted by developers; review of market demand verifications provided by third-party consultants; critique of developer pro forma and other project financial analyses; standards to apply when considering whether to seek developer contributions to help fund public improvements; standards to apply when considering approval of tax exemption applications; and, crafting of City ordinances designed to codify public policy intentions to be applied during the developer solicitation, evaluation, negotiation and project approval processes.
